COMPANY ANCESTRY 

Alan Duncan’s career in the construction industry spans six (6) decades wherein he served in leadership capacities early on with Parsons Corporation, and later on in his career as one of the founding investors, vice presidents of AECOM. Son of Sydney F. Duncan, inventor, professor and director of the mechanical engineering department at the University of Southern California; Sydney developed patents that help transform commercial aviation in the 1940’s.  Sydney was the director of research and development for the Farr Company, in El Segundo, during which time the H.E.P.A. filter technology was invented.  Alan’s grandfather, Gustavus A. Duncan, an engineer, who was among the first 3 graduates of the Missouri School of Mines, co-founded the Miner Alumni Association in 1874.   Gustavus, a resident of Pasadena, California, owned a gold and silver mine in Nevada and developed several patents related to mining technologies.

COMPANY HISTORY 

In 2001, Alan S. Duncan founded ASD Development, Inc., a California Corporation. Over the course of the past 14 years the company has been engaged in business development and project delivery on projects such as the Incheon Seoul International Airport Terminal, Los Angeles Community College Districts “Bench” contract; Los Angeles Unified School District – On Call Project Management and Related Support.

RECENT PROJECTS:

BURBANK BOB HOPE AIRPORTS – REGIONAL INTERMODAL TRANSPORTATION CENTER (RITC) – CONSOLIDATED RENTAL CAR FACILITY (CONRAC), CUSTOMER SERVICE BUILDING (CSB) TRANSIT STATION (TS), ELEVATED WALKWAY (EW), REPLACEMENT PARKING STRUCTURE (RPS)

Randall Duncan, served in the capacity as program director for the Regional Intermodal Transportation Center (RITC), led the project delivery team in the value engineering, repackaging and rebid of a design-build within a design-bid-build project (CONRAC-520,000 SF, CSB, TS & EW); and a separate design build project (RPS-190,000 SF; 1,043 space post-tensioned concrete) yielding bid results of $72.6 million and $8.4 million respectively.  While maintaining the seismic design and performance criteria (“Maximum Credible Earthquake” or “MCE”), program, function, and square footages, the cost reduction of $75 million (or 48%) from the previously confirmed cost of $158M brought the project within budget.   The RITC opened in June 2014.

CALIFORNIA STATE UNIVERSITY, NORTHRIDGE (CSUN) – 1994 EARTHQUAKE RECOVERY PROGrAM - $408M 

“The 107 buildings damaged by the Northridge Earthquake have all either been repaired, or replaced with only site work remaining at this time.   This is in large part due to the efforts of Randy Duncan who remained focused and committed to an expeditious and complete recovery.  I had the pleasure of working closely with Randy on the financial aspects of the recovery, and have enjoyed our association over the past six years.  He is truly a remarkable professional, and a leader in program management on college campuses.” stated Dr. Richard West, Executive Vice Chancellor, California State University.

SWEETWATER UNION HIGH SCHOOL DISTRICT – PROPOSITION BB $339M BOND PROGRAM 

“During its tenure at Sweetwater, [prior employer] and Mr. Duncan delivered more than they promised.  In every area, [prior employer] charged less than its budgeted estimate for services, and provided services beyond our expectations.  Mr. Duncan’s expertise and persistence were crucial in working with Sweetwater finance staff members who were reluctant to consider numbers other than their own.  Single-handedly, Mr. Duncan’s investment of time and energy in this one area of his company’s services improved the operational relationships between Sweetwater’s Facilities and Finance divisions.  Not only has its service been extraordinary, it recognized and proposed opportunities for Sweetwater to advance our modernization agenda by 11 years under the original schedule.  More importantly, by avoiding the inevitable cost escalation experienced in the construction industry, taxpayers benefited by accomplishing over $70 million in bricks and mortar installed now.  For this plan, Sweetwater placed as a finalist in the San Diego Taxpayer’s Association Golden Watchdog Award for 2006.” stated Bruce Husson, Interim Superintendent, Sweetwater Union High School District.
